Do you use customs Transit documents for moving your goods? Then be prepared for some upcoming changes. On Tuesday 29 October 2024, the Dutch customs authorities will launch a new application: Douane Vervoer Applicatie, or DVA. We set out the key details below so you’re well prepared.
NCTS is being replaced with DVA
The transition from the current declaration system to DVA marks a significant step in the harmonisation of customs processes. Both the customs authorities and the declarants will work with the DVA in a way that is in line with European directives, as specified in the Union Customs Code (UCC).
Key changes
This transition will impact businesses that make use of customs Transit documents. The most notable changes are software related. The message structure will be updated, for example, and DVA declarations will contain more layers than the current NCTS system. One advantage of the new application is its additional features, which the customs authorities expect will make the process more efficient and user-friendly.
Progress on DVA implementation
To ensure a smooth transition to the DVA, the customs authorities are carrying out smoke tests with two major companies. As part of these tests, the basic functionality of the application is being assessed, the outcomes of which will determine the further roll-out of the DVA.
It’s important to note that the European Union has set a deadline of 1 December for the implementation of NCTS phase 5. If the DVA system is not operational by then, the Dutch customs authorities will initiate the fallback procedure to ensure the requirements are met.
